Government in regarding such companies as British, and
if the Board of Trade concurred, a system could no
doubt be adopted, under which the applications for
registration might be made at Shanghai and the regis-
tered offices of the companies and rogisture of share-
holders might be kept there. If some such machinery
were provided at Shanghal for the registration of com-
panies in London, the result would be that, though all
the steps which the individuals anxious to fonu a
company would find it necessary to take would be made
possible at Shanghai, the actual incorporation of the
company would take place in London, and consequently
no difficulty would arise as to the company's nation-
ality.
Sir H. de Sausmarez thought that if an arrange-
ment could be made on these lines it would meet all
the necessities of the case, but he laid some stress on
the following points:-

The official at Shanghai receiving applica-
tions ought to be of sufficient standing and experience.
